How does a Paraflex pole fit into its inground base without losing some of the height of the pole?

The Paraflex inground base comes in 2 sections, one piece that is set in concrete in the ground with the top flush to ground level. The second piece slides into the section fixed in the ground, half of it is above ground height and the other half below ground. The Paraflex pole is fitted into the upper section. This way you do not lose any height off the pole.

When not in use, and the Paraflex pole has been removed, the upper section of the inground base slides out, and a plastic stopper seals the hole in the ground.
